While the membership base continuously growing, the ICTPA structure also changed. Once the
Taiwanese students and scholars were the backbone of the ICTPA, now we have members from
all over the world, including Mainland, Taiwan, Hong Kong , and other countries. Very soon we
will see the second generation of American borne Chinese to join us as new members.
Increasing local activities and enhancing communication between the Headquarter and the local
Chapters became the most important factors to maintain the loyalty of the membership.
At this moment, we are aggressively preparing the 2010 Tainan Conference and with plan of the
2011 New Orleans Conference on the horizon. Here, I am very thankful to our previous
leadership who provide a solid foundation for the ICTPA to grow. I am also inviting all of you with
my full heart “to join us and continuously provide your support”.

It is my honor to serve as the President of ICTPA, an
organization I grew up with. I watched its inauguration in
1987, since then the membership increased from three
dozens to over one thousand. In addition to the five
Chapters in U.S., in 2007 we added a new Chapter from
Huston, Texas. Last year, we have to move into one of the
biggest restaurant in DC to host the pre-TRB gathering.

Mike Houh will serve as the ICTPA International President for the years 2009 and 2010. Mike is
a Civil / Transportation Engineer with over 30 years of experiences in the fields of planning,
design and operations. He is the current President of Precision Systems, Inc. in Washington, D.
C. Prior to running his own consulting business, he was a Vice President of David Volkert’s
North Virginia office. He had served the District of Columbia Government for over 8 years as a
supervisory engineer, Division Chief of Traffic Safety and the Chief Engineering Coordinator for
the Bureau of Traffic Services.
Mike obtains his Master of Urban Planning Degree and Doctor of Engineering Degree from the
University of Kansas. He was transportation major and graduated from the National Chen Kung
University (Taiwan) in 1974 with a B.S. degree.
Mike is an active member of ICTPA. He had served three terms as the President of the DC
Chapter (WCTA) and a Board of Director of ICTPA for many years.
