Senior Advisor
Mr. Reh-Lin Chen, the Senior Advisor of ICTPA Northern California
Chapter. He is a Senior Transportation Engineer with the City of
San Leandro.
He has twenty years of experience, including three years in private
sector and eighteen years in four separate municipal government
agencies in the San Francisco Bay area, in managing and
conducting a broad range of municipal traffic and transportation
projects, including signal timing and operations, signing and
striping plans, travel forecasting and modeling, traffic impact
studies, traffic calming projects, parking studies, etc.
He holds a Master Degree from University of Kansas of P.T.O.E.
and T.E.

ICTPA N. CA Chapter
Mr. Allen Huang, the senior advisor and Immediate past President
of ICTPA Northern California Chapter (2006 ~ 2008). Mr. Huang has
been actively involved in ICTPA since he joined Northeastern
Chapter in 1997. He holds a Master degree in Transportation
Planning and Engineering from Polytechnic Institute of New York
University and a bachelor degree from Tamkang University, Taiwan.
Before joined Dowling Associates, Inc. in 2002, he started his
career in New York City in 1997. His previous positions included
Transportation Engineer with URS Corporation and Parsons
Transportation Group, and Research Associate with Urban ITS
Center in NYU-Poly.
His expertise includes traffic operations studies: VISSIM, Paramics,
traffic impact analysis, safety collision analysis, and transportation
demand modeling, VISUM.
He is the Chair of Knowledge Database subcommittee under the
Intelligent Traffic Signal Operations ITE committee.
