Vice President

Mr. Reh-Lin Chen, the Vice President of ICTPA Northern California
Chapter. He is a Senior Transportation Engineer with
the City of
San Leandro.

He has twenty years of experience, including three years in private
sector and eighteen years in four separate municipal government
agencies in the San Francisco Bay area, in managing and
conducting a broad range of municipal traffic and transportation
projects, including signal timing and operations, signing and
striping plans, travel forecasting and modeling, traffic impact
studies, traffic calming projects, parking studies, etc.

He holds a Master Degree from University of Kansas of P.T.O.E.
and T.E.

Secretary

Mr. Ka-Fai Wong is an Associate Transportation Engineer/Planner
at Dowling Associates, Inc. He has experience in traffic operations,
traffic impact studies, and travel demand forecasting. His studies
focused on Highway Traffic Operations. His research experience
includes bottleneck identification and analysis, incident risk factor
and congestion traffic cost-benefit analysis.

He has degrees of M.S. Transportation Engineering and B.S. Civil
and Environmental Engineering,
University of California, Berkeley.
He also has Professional Sequence Certificate in Database
Management Systems: Oracle for Database Administrators,
University of California Extension, Berkeley.

Student Liaison

Jason Ni is Ph.D. candidate in Transportation Technology and
Policy program,
University of California, Davis. Originally from
Taiwan, he got his BS. degree from the department of Civil
Engineering of National Taiwan University. Before coming to US;
he served in the Engineering Army in Taiwan for two years.

Jason got his master degrees from the dual-degree program of
Transportation Engineering and City Planning at UC Berkeley.
During his graduate study at UC Berkeley, Jason was researcher
affiliated with UC Transportation Center (UCTC) and Institute of
Urban and Regional Development (IURD). He also had intern
experiences in Metropolitan Transportation Commission (MTC),
Dowling Associates and has done projects for Cambridge
Systematics and City of San Leandro.
