Mr. Allen Huang, the President of ICTPA Northern California Chapter. Mr. Huang has
been actively involved in ICTPA since he joined Northeastern Chapter in 1997. He
holds a Master degree in Transportation Planning and Engineering from Polytechnic
University, New York and a bachelor degree from Tamkang University, Taiwan.
Before joined Dowling Associates, Inc. in 2002, he started his career in New York
City in 1997. His previous positions included Transportation Engineer with URS
Corporation and Parsons Transportation Group, and Research Associate with Urban
ITS Center, Transportation Research Institute in Polytechnic University.
His expertise includes traffic operation study (VISSIM, Paramics), traffic impact
analysis, safety collision analysis, and transportation demand modeling (VISUM).
He is the Chair of Knowledge Database subcommittee under the Intelligent Traffic
Signal Operations ITE committee and also a co-scribe of ITE San Francisco Bay
Area Chapter.
