Northeastern United States Chapter
Mr. Leo Tsang is a Lead Transportation Planner in Parsons Brinckerhoff (PB)
specialized in travel demand modeling and application as well as traffic operational
modeling with extensive international transportation planning experience. He has been
working with various major Metropolitan Planning Associations (MPO) in their air
quality conformity analyses including the  New York Metropolitan Transportation
Council (NYMTC). Prior to coming to US, he also worked in the Asia Headquarter
of PB in HK. Leo has been actively involved in ICTPA since 2002.

Activities:
On June 7th, 2011, members of the ICTPA USNE Chapter met with a delegation
representing the Shanghai Municipal Urban-Rural Development and Transportation
Commission, Judy Cooper, Senior Vice President of Parsons Brinckerhoff, who
hosted the gathering, welcomed the Shanghai Delegation and provided an overview of
the firm’s capabilities and vision. Members of the delegation shared their observations
of the various sites during their visit. All present then participated in engaging and
fruitful discussions of the differences and similarities in transportation issues and
challenges in their respective fields of practice. A special segment of the
meeting was dedicated to the official commissioning of James Chiao and Jacques
Besner as Technical Specialists and members of the Shanghai Municipal Urban-Rural
Development and Transportation Commission. With so much interest in common and
experience to share, ICTPA members saw the delegation off long past the scheduled
adjournment of the meeting, and looked forward to future opportunities for further
exchanges and collaboration. Our Summer Gathering occurred on August 20th in
Cranbury, New Jersey. The gathering was hosted by Peter Lai, past ITCPA
President. A Board of Directors’ meeting is also scheduled for detailing planning of our
Northeast Chapter Annual Meeting to be held on September 17th.
